Top directories with a high PR such as DMOZ, Business.com, Yahoo Directory, and more are good but may cost you a good amount to get listed. I suggest going to a SEO professional for DMOZ and Yahoo submissions.
You will need more than that however to get top listings. Many things come into play when it comes to ranking. High inbound PR links are basically your goal with relevant key phrases in your anchor text. Many more objectives including site structure will also play an important role.
